Case KERAVA – Leading and implementing strategy

Kerava is a city of approximately 38,000 residents located in Central Uusimaa, Finland. Known for its excellent transportation connections and green parks, it combines the tranquility of a small town with the accessibility of the Helsinki metropolitan area.

LEADING STRATEGY INTO PRACTICE – DIALOGUE WORKSHOPS

In the dialogue workshop with the leadership team of the City of Kerava, participants explored what the new strategy means in practice. They outlined initial city-level objectives for the strategic focus areas and clarified the leadership team’s role in implementing the strategy.

In the dialogue workshop organized for managers, the focus was on their role in leading the strategy and embedding it into everyday structures and practices. Participants examined the objectives derived from the strategy, the structures needed to support its implementation, and ways to engage personnel in strategy work. The workshop also explored how the strategy can best cascade from the leadership team through managers to personnel, and how key actions across the city’s divisions support its implementation in practice.
